Interface to Zuul

Commentary

Browse Zuul build logs from Emacs.  The `zuul' package provides
functionality to communicate with Zuul through its REST API [1].

The `zuul-log-mode' makes it smooth to browse errors in the logs
and offers a custom filename parser to make sure Emacs finds local
files even though the absolute paths differs from the remote build
machine.
